It is in fact illegal to open another persons mail.  Absent a granting of
Power of Attorney, it is a federal crime to open another persons mail with
or without the notation care of.  If the owners of the cafe do not want to
receive mail which they have not received authorization to search then they
must refuse it and write "return it to sender" on the package.  I repeat
they must authorization, Power of Attorney, to open a package addressed to
someone else.  If they suspect something illegal in the package that still
does not allow them to open the package.  They could call the police or
sheriff however.

While allowing thru hikers the option of sending packages there is nice and
appreciated it does not allow them to break the law.  The owners can name
conditions as long as they do not violate the law.  For example, they could
require size and weight requirements or they could charge a fee.  They do
not have a legal reason to open another persons mail absent Power of
Attorney.
