The OIA letter was in regards to shipping "cases" of gas canisters via FedEx,
UPS, etc. and the one 'consumer' shipping by air to Alaska - more to do with
vendors/stores ordering stock than a consumer shipping a canister to himself 
on trail...  As per the USPS, a 'consumer' can ship via USPS with the "ORM-D" 
labeling via "ground only" for two 4 oz. canisters or one 8 oz. canister...
