[pct-l] FYI: Denatured alcohol availability in So Cal

The purpose is the difference. Heet goes in the gas tank and is  
burned. Solvents by their very purpose are supposed to evaporate into  
the air. Having those organic compounds in the air is what they are  
trying to fix.
