There is an approval process, and I don't think non approved bear cans
are accepted.

Over the years there have been some questions and legal challenges as
to whether this approval process met general federal guidelines for
such things, but I'm pretty sure you would have issues from Rangers
using a homemade bear can in any areas that require a bear can.
