That's entirely correct. The Crystal Iodine is one of the precursor
chemicals used in one of the methods of making methamphetamine. Because of
restrictions like this and other chemicals, California has chased (most of)
the meth labs back to Mexico.

It's Crystalized Iodine which is now illegal to sell (at least in Washington
State), because one of it's constituents apparently has been used in Meth
production.
