[pct-l] Mailing drop boxes

You can mail the smaller, 4 oz fuel canisters as long as it is shipped ground transport and ORM-D is written or labeled on the box. I successfully mailed fuel canisters to Charmin this year. In some cases, I needed to inform the postal clerk of their rules ;-)
