The answer to these questions depends on what part of the PCT you'll be hiking. In southern California fires are only allowed in developed campgrounds, and sometimes not even then. There are fire restrictions in many other parts of California depending on many factors.

Where do you plan on hiking?

You'll find the PCT will be much different than hiking in the east. An open mind will reward you greatly.
