I have two suggestions.
 
1.  As you don't want to wear waterproof boots, you might want to think about treating your shoes with a water sealer.
 
2.  I always buy my boots 1 1/2 -2 sizes large for insoles and two pair of socks.  the first par is called WRIGHTSOCK by Merino.  It is really two thin pairs sewn togeather and wicks nicely.  The second pair is a SMARTWOOL that keeps my feet padded, dry and worm.
