The guide book doesn't mention all possible water. There may be small  
creeklets along the way.

Does this stretch you are asking about include the shelter? When I  
walked through (and it was early July at that time), there were  
people parked at the shelter so obviously it was an easy enough drive  
in. It was a small rental car. The shelter should be mentioned in the  
guide book.

Yes, you can camp anywhere. Usually the guide book will have  
information on what permits are needed and other important tidbits  
like whether you can't camp along the trail. I'm assuming you have  
the Wilderness Press guidebook and not one of these newer stripped- 
down data book/atlas books.
