It is definitely NOT an accepted practice, nor should it ever be!

Leaving your trash or unwanted items at a water cache for someone else to deal with and transport is extremely rude and highly disrespectful of those kind souls who labor to haul water, often many miles, to fill in those long dry gaps for you and other hikers.

It also marks you as a lazy pig. You pack it in; you pack it out.

  Is it absoultely forbidden for a thru hiker to leave any of their trash at a water cache?  Or is this an accepted practice so that thru hikers don't have to carry any excess weight?
