The water goes outside the small cap and the ethanol goes in the small cap for the low heat option.  If the small cap isn't glued down (JB weld) then you will have to add something (a penny or two) to ths small cap so that is would offset the bouyancy caused by the water.  I used two nickels as indicated in the test to weigh the cap down, you can see the outline of the nickel in the small cap in the picture.

For full heat just remove the cap and fill with ethanol as normally done.  The cap shown can carry about 19-20 ml of ethanol and makes a great measuring cup.  

 

 Q: Does the water go inside the cap or outside the cap?
