[pct-l] Tp and burning

I used to think it was okay to burn the toilet paper. Then I learned about not only that fires had begun from ash blowing away, but also that fires can smolder for a couple of days under the forest duff before breaking into flame. In fact that's what has sometimes happened with lightning-started fires. Don't burn if the regulations say not to--there's probably a good reason for the restrictions.
