I used my tarp in Washington and yes, I'd do it again.  I actually prefer using a tarp over a tent in rainy weather as I don't have to spend time drying the inside out after setting it up wet from the previous night.  And cooking under it is safe.  You can also use it to qucikly create shelter to have lunch under.
