The whole reason the PCTA thru-hiker permit system was started was
that Region 5 (CA) & Region 6 (OR-WA) of the USFS couldn't get along
and each would not recognize a permit issued by the other. This was
pretty stupid because all the State and National Parks would.
This was fixed by both regions agreeing to allow the PCTA to issue a
permit. Don't you love bureaucratic infighting?
That being said, I think that a small percentage of the PCT actually
requires a permit. Does anyone have a breakdown of which areas
actually do? The National Parks, the Wilderness areas, some State
Parks. Where else?
