[pct-l] Whitney Permit

In the case of a PCT thru-hiker, if you are going up from Crabtree Mdws (the west side) and returning the same way and will not exit out/enter from the Whitney Portal (east side), then your thru-hiker permit application doesn't need the fee.  

Things can be different, if you aren't a thru-hiker accessing Whitney with a normal wilderness permit.
