[pct-l] Specifically section O water sources, but PCT water sources in general

My question is specific to section O, but probably applies to the whole PCT 
in general: when do the water sources become viable again 
(post-summer/autumn)? Does it take just enough rain to get runoff to start 
feeding them? Or are they deep percolation fed, and require a winter of snow 
and a spring melt to become viable? The hidden question is: is there a 
period btwn the first autumn rains and the winter snow buildup that O can be 
done (with more water available than now)?
