[pct-l] Sand To Snow National Monument

Almost all that area is already federal wilderness. My concern is that by
making it a "National Monument" it will become even more popular. The San
Gorgonio wilderness can be difficult to get a permit for the major trails on
weekends already. Too much attention isn't always a good thing.
