[pct-l] Snow levels

Although the TV News tells me the levels are low and that there's going to 
be a water shortage, the amount of snow in the Echo drainage this winter was 
the most we've ever seen in April (going back to the '80s). Don't listen to 
the propaganda. Talk to someone who has personally been there.
