Mark,
No, the NFS has control of the trail or at the very least the easement rights. The PCTA is only distributing permits. Whereas it is possible that some road access might be closed in places this does not in fact close down the trail itself but rather limit its access by vehicles. At this time we are only looking at that happening at a very few locations that are controlled by California State Parks.
Might park closures change the way we hike the trail now? Sure, it is possible. For example the Rodriguez Tank in the Anza Borrego State Park might not get refilled if (and I don't know) it is under the park's per view. But overall hikers will find a way around these inconveniences.
