[pct-l] trail condition north of Burney Falls

The temporary crossing over the dam just past Burney Falls is constructed
with metal post set in concrete and are not wide enough for horses with
packs. The posts could be pushed back and not even reset if someone was
strong enough to do it. I rode through that area a few days ago and had to
remove my pack from my riding horse, this wasn't panniers just regular
saddle bags.
