[pct-l] new thread Sheriff in town

Without naming any particular list personalities, it seems quite a stretch
to me to deem "OT" news concerning the area surrounding Campo and illegals
(this is a perennial topic on this list) while tolerating the messages that
are usually sent out from some of our more prolific posters that have even a
less tenuous connection to hiking. The community seems to want to tolerate
these high-volume folks, which is fine, but to flag this as off topic seems
egregiously obtuse, given the general tenor of what is accepted around here.
