[pct-l] Bear Canister Question

Let me rephrase what I think I meant I should have said :

Use of bear canisters OR counter-balance was required at time of permit.

I assume that no one has practically counter-balanced ( not without mucho
rigging), therefore canisters.

Sorry for being vague.

PS - general query: if there are bears but no requirements to carry, who
decides for the bear?
