Your link is for a permit to enter a designated wilderness. If you are not
in a designated wilderness, then the only permit you need is the California
campfire permit (with the exception of some designated established
campgrounds and parks for which you may need a specific permit).

You need a camping permit here in the back country of San Diego.

hiking.
