[pct-l] Barrel Springs to Warner Springs

Will anyone please correct me if I don't have this quite right.

Along with the rest of the trail the Forest Service manages the PCT 
corridor.
Vista Irrigation District owns it along with almost everything else around 
here.
My neighbor hold the lease from them on a lot of it.
