Maybe.  It depends on how many seeds/peers you have to draw from at the moment, and what kind of throttle limits they have set.  Remember that Bittorrent downloads stuff directly from other users, not from some high-powered server.  Most people who are kind enough to leave a torrent up as a seed for you to download from are also smart enough to configure their clients to use only a fraction of their available bandwidth so you don't hammer their connections.

It also may depend on whether you have all your firewalls/routers set up to allow incoming connections or not.  Take a look at the docs for your Bittorrent client for more information on that.
