It has to do with the character set a persons mailer/browser/computer is 
using. For example, translating UTF-8 to UTF-8//IGNORE will cause all 
unidentifiable characters, such as 2-byte characters, to be ignored and 
replaced with a question mark.

In short, the mailing list is handling funky characters.

Handling multiple character sets is one of the biggest pains I know of, or 
can be.
