You can take the Mountain Express from Sandy to the town of  
Rhododendron.  Schedule is here:

That puts you 15.5 miles from Timberline Lodge on a major highway  
where folks hitchhiking to get to trails are not uncommon.  Shouldn't  
be too hard.  Haven't tried it myself.
