[pct-l] On/Off-trail behaviors

As the number of hikers increase, obviously the ratio of 'bad apples' will 
increase also, which makes them more noticeable.

Providing folks with water caches, a list of trail angels and a collective 
pat on the bottom via the ADZ, THEN lecturing them on what they're 
'entitled' to is beyond ridiculous.

These good intentioned, misguided efforts are part of the problem, not the 
solution. But hey, as long a folks providing these freebies feel good about 
themselves, at the expense of others, I guess it's ok.

Don't feed the ______.
