I am a resident of the Chester/Lake Almanor area.

As far as I can determine the PCT is closed because of fires south of Belden
from to Belden and is also closed north of Belden to highway 36/89 near
Chester. Here is a quote from yubanet.com re closures south of Belden:
Closures: Private businesses and resorts in forest communities, including
facilities around Bucks Lake, are open. Forest closure orders remain to
protect visitors in areas of active fire. The Pacific Crest Trail (PCT) is
closed from the Plumas National Forest northern boundary to the
LaPorte -Quincy Hwy (to the NE of Little Grass Valley Reservoir) as is
Forest road 22N94 at its intersections with 22N27 (west of Little Grass
Valley Reservoir). This area closure covers public land, including trails,
generally bounded by: (1) the North and Middle Forks of the Feather River
toward the Pacific Crest Trail, the Bucks Lake Wilderness; and (2) areas
surrounding the Cold Fire in eastern Plumas County. Specific campgrounds
closures include: Milsap Bar, Little North Fork, Rogers Cow Camp, Feather
Falls, and Hartman Bar. The Forest website http://www.fs.fed.us/r5/plumas/
has additional information. Wood cutting and fire restrictions are still in
place across the entire Plumas National Forest.

Yubanet.com says this about the stretch from Belden to highway 36:

Trails

The Pacific Crest Trail (PCT) is closed from the forest boundary at Hwy 36
south - southeast to Hwy 70 near Belden Campground at the northern boundary
of Bucks Lake Wilderness. Also please be advised the Plumas NF has a closure
order for the PCT going south through their forest.
High Lakes OHV Area is also closed under this order due to very active
fires.

Road Closures

Closures south of Highway 36 in the Cub Complex:
Closure Area 1 include forest service roads off Plumas County Road 307,
Humbug Valley Road and 308 Humboldt Road, specifically Forest Service Road
number 26N14, 26N59, 26N27, 26N11, 27N04, and 27N65.
Closure Area 2 in the Cub Complex include forest service roads off the
County Road 307 commonly known as Humbug Valley Road and Butte County Road
91422 (Humboldt Road), specifically Forest Service Roads 27N08, and 28N29.
Closure Area 3 includes forest roads off Plumas County Road 307 (Humbug
Valley Road) specifically Forest Road 26N02 southeast to the Lassen National
Forest Boundary. Please be advised Plumas NF has a closure in effect from on
the south side of Hwy 70.

Bottomline recommendation: since the trail is closed nothbound beginning
where it crosses the Quincy/LaPorte road, finding a ride or walking into
Quincy might be the best thing to do. From Quincy one can take the Plumas
Rural Bus to Chester, then find a ride or walk the 8+- miles to the
PCT/Highway 36/89 crossing and continue north on the PCT to Drakesbad, Old
Station, and points north. Southbound thrus can reverse the process.

I will try to have more details soon.
