As noted, "unisex" rain pants are longer than women's
rain pants.  (I'm in the top 1% of women, heightwise,
so most women's pants would be capris on me.)  I wear
Dancing Light Gear pants, which no longer made, alas. 
And, as someone else also noted, getting a size larger
than you would normally wear will make the pants hang
lower and effectively be longer.
