I suggest you send the chip via Priority Mail and request a Tracking Number. 
That forces USPS to keep tabs on the letter so that they can report is 
whereabouts. The mail with tracking numbers is handled separately from 
not-tracked mail. We used a free Priority Mail box and taped the chip 
container to the inside of the box. The tracking number increasess the cost 
to $4.80, but the price goes up on May 14th. Your pictures will be worth the 
cost.

I may have a need to receive just an envelope on occasion.  My wife and I
will be exchanging those tiny little chips for my digital camera.  So, the
envelope to me will be basically just a standard mail envelope.

Yogi's book informs that the only reliable way to get packages at a PO is
via Priority Mail.  This would mean $4.00 instead of $0.39 to send it.  Any
options?

Also, I am considering that this envelope could easily get lost in the pile
of general delivery items and just for the sake of insurance, a small box
and suck-up the cost may be in order.
