[pct-l] bear canisters

I spoke with trail director Mike Dawson about the requirements for
cannisters.  His related perception, from last years thru hike season
is that because thru hikers will often travel many miles per day,
therefore they can pass thru the "cannister required" areas to an area
where it is legal to camp without a cannister.  But as far as thru
hikers being exempt from using cannisters where they are required,
(unless I misunderstood him) there is no such exemption.
