AsABat,
Thanks for that information on the reason for the routing through the San Felipe Hills. Back in the 90's, I bought the Tom Harrison Rec. Map of the San Diego Backcountry which gives a great overview ofthe PCT from the border up to Table Mtn a few miles north of the northern border of the Anza-Borrego Desert SP. I was always currious why the trail seemed to take a eastern turn to the San Felipes before heading towards Warner Springs rather then the more straight line through the Volcan Hills with its more numerous water sources. Now I know.

Some specifics to what Fallingwater said:
The Third Gate Cache exists because BLM failed to establish a well for
hikers in the San Felipe Hills. Longtimers will recall the PCT wasn't
supposed to be there at all - it was to be on forested Volcan Mountain,
the next range to the west and visible from the PCT, where many springs
are present. The USFS failed to secure easements for that trail, so the
path of least political resistance was followed.
