[pct-l] Mt. Laguna Monument Peak

Is Monument Peak the highest point in the Laguna
Mountains?  Do people go up there.  The map shows a
dirt road to the top, and that there is radar (or was
it radio?) installation up there, so i'm curious if
it's a major no-no to walk up to it.  Views?  Just
curious...

For the person who had 3 weeks and asked about winter
backpacking, if you want to do it in ONE place without
major snow, i think you'd have to leave the country. 
The Grand Canyon would be excellent, but expect
considerable snow and ice on both rims through winter.
 I know Flagstaff got hit early this year, so i assume
the Grand Canyon did too.  Big Bend in Texas is
supposed to be great backpacking, but i think 3 weeks
would be overkill.  If i were you, i'd piece together
3 or 4 5-day trips, maybe Big Bend or Guadalupe,
Monument Valley or Arches, Paria Canyon if you can
stand walking in cold water, Grand Canyon if you can
handle ice and snow, and then maybe a bit of the
southern PCT or Organ Pipe National Park?
