Colorado has a wonderful system that would be a great template for others to 
adopt. You make a $2 contribution to the Search and Rescue (SAR) and that 
buys you free insurance to cover any evacuation (including helicporter). It 
is automatically added to any hunting or fishing license, or can be bought 
alone at some retail outfitters (for $3) or at Forest Service offices. Helps 
fund SAR, and eliminates the potentially devasting financial impact of a 
rescue.

One other tidbit --in National Parks rescue is always free.
