[pct-l] Question on Reporting Water Updates

Maybe Brick will respond. I have sometimes posted to PCT-L from a
different email address and it's gone through. 

If you can't post to the PCT-L just send water reports to
water at 4jeffrey.net and I'll add it to the website. Thanks!
