[pct-l] Question on Reporting Water Updates

When sending water reports to the PCT-L for 4Jeffrey.net, can you send an
update from a computer that is not a registered members email address?  I
know you would not see the post come back because the email account is not
signed on.  I was just wondering if it would get posted though.
