[pct-l] toilet paper is on the PCT

I'll second, err, umm, third that. A special circle in hell is reserved for
those that think that burying TP is an effective way of disposing it.
Nothing more gross than dozens of TP "flags" flying around campsites in the
high country. Nature gave us sticks, rocks, and snow for a reason.
