[pct-l] Extra water caches needed on section A

my feeling is that, first and foremost, hikers need to have the water 
scarcity message absolutely drilled into them this year. there should be 
a very obvious notice at the southern terminus that says something to 
the effect of "always carry one or two liters more than the maximum 
amount you think you'll need."

as far as additional water caches, seems to me the best place to start 
is to look at which traditionally reliable water sources are dry this 
year, and if possible, cache some water in those spots. those are the 
most dangerous places, because many hikers will arrive at those places 
assuming there will be water available. of course, some of these places 
won't be feasible or accessible for water caching. nevertheless, i'll 
keep an eye on the section A water report, and if there's anything i can 
do to help, i will. i'll be delivering a fair amount of hikers to campo 
this season, so i'll be out n about those parts once or twice a week.
