Although the numbers you quoted add up to 100% it doesn't imply that
there were 0 incidents on trails, only that the rounding errors add up
to 100%. The article stated that there were less that 1% of incidents
on trails and picnic areas.

Also, those numbers are for Yosemite Valley only. Unfortunately, they
didn't give a breakdown for the distributions of events park wide.
Since the valley is heavily populated compared to the nearby sections
of the PCT, you can't necessarily extrapolate these numbers to the
PCT.
