Check with the PCTAssociation: pcta.org; also contact: Katie Smith, Development Director for the association: Ksmith at pcta.org, to start with.  It's really, a really important issue to the pct for that exact issue, development, is/will have a large impact on the trail. At this point in its history it is the main focus of the organization.
