URGENT ALERT! ACTION NEEDED TUESDAY!


     Landmark legislation to restore full funding to the much-needed Land and Water Conservation Fund (LWCF) is at a critical point in the legislative process, and YOUR HELP IS NEEDED TO MAKE SURE IT REACHES THE NEXT STEP!

     LWCF, first created in 1964, uses revenues from offshore oil and gas leasing to fund new national and local parks, forests, wildlife refuges and open spaces.  A great idea, except that in recent years Congress has borrowed increasing amounts of the fund (which is authorized to receive $900 million/year) to pay for other programs.  In fact, for several years the state matching-grant portion of LWCF has received NO MONEY AT ALL.  Now there is strong bipartisan support for restoring LWCF, though differences between several versions of legislation introduced have threatened to derail the progress.

     Now, the sponsors of the two primary competing versions have reached a critical compromise that *may* allow a bill to be voted out of the House Resources Committee.  The bill is known as "The Conservation and Reinvestment Act of 1999" or CARA.  However, property-rights activists are THREATENING TO INSIST ON AMENDMENTS THAT COULD PREVENT THIS FROM HAPPENING.  A vote in the committee is expected this Wednesday, November 10.  We need your help in urging members of the Resources Committee to support the compromise bill WITHOUT AMENDMENTS.

     NPCA is still opposed to some aspects of the legislation as it stands; however, our only chance to have a good bill is to vote this compromise version out of the Resources Committee to consideration by the full house of Representatives.  Below you will find contact information for members of the Resources Committee.  If your representative is on the committee, please contact her or him BY FAX OR PHONE**; if not, please contact any other representatives from your state, or anyone else on the list you feel moved to contact.  It is particularly important that Republicans hear from the conservation community.
     Here are some points you can make:
*  CARA is the most significant and far-reaching conservation legislation in half a century.
*  CARA will hepl communities fund greenbelts, playing fields, trails and neighborhood parks, as well as help fund needed improvements to our national park system.
*  The concepts in CARA are supported by a huge coalition including 49 U.S. governors, many businesses, sportsmen's groups, conservation organizations and local leaders.
