In fact the technology does exist to filter sea water and many boats do have
them.  They are membrane separation systems.  I work with a company, Questor
Industries, Vancouver, BC, Canada, that makes them, as well as other types
of separation/purification systems.  They are expensive, though, so not
every boat owner chooses to afford one and due to weight and electrical
power they are certainly not something that you are likely to try to carry
on your back!
