The Section A human problems, specifically the 'illegials' use of the trail
to emigrate to the USA, is a problem in theory but not in fact.

It is a fact that there are many 'illegials' on the trail and that many
hikers have been startled and frightened by these 'illegials. It also seems
logical that these 'illegials', already involved in something beyond the
law, are a threat to hikers in Section A.

However, to the best of my knowledge, there have been very, very few
[possibly zero] incidents of 'illegials' really bothering backpackers.
