Brian,
    There is no problem with you carrying it inside your pack.  Don't worry
about your pack if your carrying it, they won't try to take it off your
back.  A bear getting into your pack could be of concern if you leave it
unattended, whether the bear can was inside or not.  You just need to be
careful about not leaving your pack unattended with food inside (including
the bear can).  If you drop your pack, just remember to pull out the bear
can and put it a safe distance away.
