[pct-l] Snow reports?

Could someone explain the difference between the percentages of the "snow sensor report" and the 
"SNOTEL Report" on the California Snow Survey Page?
According to the percentages so far on the "snow sensor report," it looks like it might be a light snow 
year on the PCT. However, according to the percentages on the SNOTEL report it looks like it will 
be a heavy snow year for the PCT.

Example: Snow Sensor Report shows Truckee River Basin at  70% year to date.
                      SNOTEL Report shows Truckee River Basin at 124% year to date.

Which report do I believe?
