[pct-l] Permits and bearbags

Three questions from a novice "lurker:"

I want to use the Yosemite backpacker camp for one night before starting a thru-hike of the JMT.  When I reserve my wilderness permit for the JMT ($3 fee) and Whitney stamp ($1), do I need to include $3 for the backpacker camp or is it free with the wilderness permit?

Are those fees still correct?  The Inyo page shows $3.25 and $1.25 for wilderness and Whitney fees...

Also, would a waterproof stuff bag, like the heavy-duty type used for cameras, etc., be OK for holding food or other things that smell good to bears?
