Very few PCT through hikers will carry a bear canister. This is usually
because they traverse the sierra while it is still under snow and the bears
are less active. And yes, PCT through hikers tend to consider themselves
above the law -- disconnected with civilization -- and all that.
Unfortunately the bears don't care -- and will eat their food.

What the law says means nothing. For example, the phrase "separation of
church and state" doesn't appear in the constitution. How the law is
enforced is the key. If you lose your food and the bear makes a mess you
might get busted if the fuzz happen to come by -- not likely.
