[pct-l] Hiking on a shoestring

Does anyone know of any books about how to go
hiking or walking on a "Barebones" minimum 
budget?  I know how to shop garage sales and
used stores for some supplies.
   
Maybe I am just asking about the best technical
book on Hike preparation.  How about The Complete
Walker?  Is it still any good a reference?  Hasn't
Cell Phones & GPS Systems changed hiking somewhat?
