Boy, you gotta love that one from the boys at NOAA...."50% chance for the average". That's one safe prediction-- I've seen weather reporters stick their necks out further than this. Let's take no chances here. Trust no one.. >;)
  I thought I would pass along this link that shows the
  Final NOAA Winter Outlook. Their long term climate
  models show there is a 50/50 chance of normal
  precipitation for the PCT. A weak La Nina event can
  lead to warmer temperatures later in the Winter and
  into 2006.
